Applications for visa 491 for New South Wales will open mid January 2020. The 491 Visa will be managed by the NSW government and applications can be made directly to the NSW Treasury. Applicants are nominated to support regional industries and economies of NSW.

The subclass 491 Skilled Work Regional Visa enables eligible skilled workers and their families to live, work and study in designated regional areas in Australia for 5 years. It requires state nomination or sponsorship by an eligible family member in a designated regional area.


  • Have a relevant occupation on a skilled occupation list
  • Have a suitable skills assessment for the occupation
  • Satisfy the points test – 65 points
  • Be under 45 years of age at the time of nomination
  • Have Competent English
  • Submit an Expression of Interest via SkillSelect
  • Be nominated by a state or territory government agency
  • Meet public interest criteria including health and character requirements

NSW follows a three stream model:

1) Living and working in regional NSW

  • Your nominated occupation is on the NSW Stream 1 Regional Skilled Occupation List
  • You have been working in your nominated occupation, or a closely related occupation, for at least the last 12 months
  • You have been living in a designated regional area in NSW for at least 12 months

2) Offshore (living outside of Australia)

  • Your nominated occupation is on the NSW Stream 2 Regional Skilled Occupation List
  • Living outside Australia
  • You have an offer of ongoing employment in a designated regional area in NSW, from a registered Australian employer
    (employment is in your nomination or a closely related occupation & is for a minimum of 12 months and 35 hours per week)


  • You have at least 5 years of skilled employment in your nominated occupation (or a closely related occupation)


  • You have an immediate family member living in a designated regional area in NSW

3) Recently completed study in regional NSW



Your married or de facto partner can be the same or opposite sex.
Applicants must prove:

  • Your partner is at least 18 years of age when the application is lodged (there are some exceptions)
  • You are not related by family (if you are in a de facto relationship)
  • The relationship is genuine and continuing
  • You and your partner have a mutual commitment to a shared life to the exclusion of all others,
    and you live together, or do not live separately on a permanent basis


How to apply

  1. Submit an Expression of Interest in SkillSelect (NSW only)
  2. Complete the relevant NSW nomination application form
  3. Pay the application fee (outside Australia = $350, in Australia = $300)
  4. Submit your complete application to NSW Treasury
  5. If you are nominated by NSW Treasury, apply for the visa to the Commonwealth Department of Home Affairs
  6. Wait for the outcome

**The Stream 2 Regional Occupation List does not have Accountants and most of the IT and Engineering occupations on it**
